All character profiles must be presented to me via a private message before they are allowed to be submitted for official approval in the RP. The reason for this is because I don't want to have to reject a profile without having the chance to analyze it in a way where I can give proper, private feedback so that when it is submitted, it needs no further changes and can just be accepted right away.

I ask that you bear with me as much as you can on this, as it makes all of our lives a lot easier.

All the world's quakes since 1898 mapped

If you've ever wondered where ? and why ? earthquakes happen the most, look no further than a new map, which plots more than a century's worth of nearly every recorded earthquake strong enough to at least rattle the bookshelves.

The map shows earthquakes of magnitude 4.0 or greater since 1898; each is marked in a lightning-bug hue that glows brighter with increasing magnitude.

The overall effect is both beautiful and arresting, revealing the silhouettes of Earth's tectonic boundaries in stark, luminous swarms of color.

The map's maker, John Nelson, the user experience and mapping manager for IDV Solutions, a data visualization company, said the project offered several surprises.

"First, I was surprised by the sheer amount of earthquakes that have been recorded," Nelson told OurAmazingPlanet. "It's almost like you could walk from Seattle to Wellington (New Zealand) if these things were floating in the ocean, and I wouldn't have expected that."

In all, 203,186 earthquakes are marked on the map, which is current through 2003. And it reveals the story of plate tectonics itself.

Earthquake makers
The long volcanic seams where Earth's crust is born appear as faint, snaking lines cutting through the world's oceans. The earthquakes along these so-called spreading centers tend to be rather mild. The best studied spreading center, called the Mid-Atlantic Ridge, bisects the Atlantic Ocean, on the right side of the image.

Its Pacific counterpart wanders along the eastern edge of the Pacific Ocean, cutting a wide swath offshore of South America. Another spreading center makes a jog though the Indian Ocean and up through the Red Sea.

But one glance at the map shows that the real earthquake action is elsewhere. [ 7 Ways the Earth Changes in the Blink of an Eye ]

Subduction zones, the places where tectonic plates overlap and one is forced to dive deep beneath the other and into the Earth's crushing interior ? a process that generates the biggest earthquakes on the planet ? stand out like a Vegas light show.

Nelson said this concept hit home particularly for the Ring of Fire, the vast line of subduction zones around the northern and western edge of the Pacific Ocean.

"I have a general sense of where it is, and a notion of plate tectonics, but when I first pulled the data in and started painting it in geographically, it was magnificent," Nelson said. "I was awestruck at how rigid those bands of earthquake activity really are."

That realization prompted one big decision about the map's design, Nelson said. Unlike many maps made in the United States, this one is centered over the Pacific Ocean. "That looked like where the magic was happening," Nelson said. California, a spot rattled by quakes where faults jolt horizontally, also shines brightly.

Teaching tool
There are undoubtedly many earthquakes missing, given the dramatic change in scope and accuracy of seismological instruments from 1898 to the present day. Nelson said he saw a huge jump in the volume of data from the 1960s forward. Yet even without the complete catalog of earthquakes, the map provides a striking visual reference ? even though none of the data are new.

All the earthquake information and maps are freely available on the Internet courtesy of the U.S. Geological Survey, university and state partners in California, and NASA.

"There's nothing new about plotting earthquakes," Nelson said. "It's just presenting it in an interesting way."

And although he was modest about his own role as a designer, Nelson emphasized the value of design in making data more engaging. The project was a follow-up to a recent map of more than 50 years of tornado tracks across the United States; he said both maps are designed to get people more interested in the larger phenomena behind them. "To get them to start asking questions," Nelson said.

In short, a colorful map will grab people more than an Excel spreadsheet, even when both contain the same information.

"It seems almost superficial, but it's true," Nelson said. "If something is treated with thoughtful design, then it becomes better."

Michigan Football Adds Non-Conference Foes

I love what the Wolverines have done here. I usually look at non-conference schedules and yawn. I remember years ago when I was campaigning for Michigan to avoid scheduling any 1-AA opponents someone in the Michigan athletic department told me, ?you better warm up to the idea.?

My problem with those games was there is ZERO positive that can come out of those games. You either have to win by 10 Touchdowns or the game was considered too close. Playing anything remotely close to a ?tight game? would be treated like a loss. And if you lose ? we all know, Armageddon.

What Michigan did by adding Utah, Oregon State and Colorado adds more intrigue to a time of year that has fewer and fewer interesting games. Not to mention, getting Oregon State and Colorado to agree to come to Ann Arbor for one game is nice too ? no return trip ? fans should love that. The Thursday night game will give Michigan the national stage to open the season. I get the sense that Michigan Athletic Director David Brandon loves the stage Michigan is on all summer leading into a marquee game against Alabama to open the season. Playing Utah on a Thursday night, isn?t Alabama, but it is a solo-act on a national stage.

For those that don?t think it?s tough enough, consider this: many have said Michigan has the toughest schedule in 2012 with games @ Alabama, Notre Dame, Nebraska and Ohio State. Also, from 2013-2016 only one Big Ten has more non-conference games scheduled against BCS conference opponents and Notre Dame ? that?s Northwestern with 10. Michigan has 8. No one in the SEC has more than 8. Again, tougher than most. That could change and if you don?t think it?s tough, then do yourself a favor and look at everybody else?s non-conference schedule.

For those concerned about Notre Dame dropping off the schedule in 2018-2019, believe me, they will be replaced by a big time program. Brandon see?s the schedule as a marketing tool, just as much as anything, so he won?t let an opportunity to add a marquee game pass him by.

'Star Trek' Villain Forces Kirk To Grow, Chris Pine Says

Benedict Cumberbatch's character 'not just a blood-dripping-from-the-fangs bad guy,' Pine explains to MTV News.

When J.J. Abrams got the opportunity to helm one of the most beloved franchises of all time, he took "Star Trek" literally where no man has gone before. The alternate timeline of his reboot laid down the law that this "Star Trek" can and will go anywhere its creators want.

When MTV News spoke to the captain of the Starship Enterprise, Chris Pine, his carefully measured words praised the work from Abrams and his screenwriters — Roberto Orci, Alex Kurtzman and Damon Lindelof — on the upcoming sequel.

"There is so much happening in their script. I can't say much of anything," Pine told MTV News while promoting his next film, Friday's "People Like Us." "They come from TV land, all of them: J.J., Bob, Alex and Damon. They've worked together in the highest-pressure situation in television for years. That machine is well-oiled."

The creative team's background in television is what Pine said allows them to change things on the fly and continually improve the film. "What you also get in that circumstance is it's a constantly evolving beast — the script, the material, how it's going to look, how J.J.'s going to shoot it," he said. "There is nothing set in stone, which is tremendously frightening, but also extremely exhilarating, especially when it's like a finely tuned racecar. They just know how to do it. In this constantly evolution, the script that they had written kept getting better and better."

For anyone familiar with the crew's previous work, which includes "Lost" and most recently "Prometheus," it shouldn't come as a surprise that Pine complimented the mythical qualities of the screenplay.

"What they're so good at is this kind of mythic reinvention. They're really good at writing myth, and these characters — I think what people will find with everybody — is that these characters go on mythic arcs," Pine said. "It's all about growing up. These are young men and young women, and they are not the crew that we know from the series. They're developing into that. It's a long way to go there."

Even with mystery surrounding the entire production, fans are most desperate for answers when it comes to just one aspect of the sequel: Benedict Cumberbatch joined the film as a villain, whose identity has yet to be revealed. Pine complimented the actor, but couldn't say much more than that the villain will bring out new qualities in Kirk.

"It is structured so that the antagonist brings out all of the qualities in Kirk that need to happen in order for Kirk to grow," Pine said. "As you know from Benedict, just watching him, vocally, he's fascinating. He's got this deep resonate voice. He's a fascinating face. He's a lovely guy and just super smart. You want to see something firing in his brain, so he's not just a blood-dripping-from-the-fangs bad guy. Benedict brings those kinds of smarts."

Chiseled 'Magic Mike' hunk shows off stripper moves

Joe Manganiello, best known for his role as a werewolf in the HBO series "True Blood," appears in the upcoming movie "Magic Mike," playing a stripper named Big Dick Ritchie.?

He gave a sneak peek of a few quick stripper moves as he entered the studio, and Kathie Lee and Hoda were left wanting. ?That?s it?? KLG asked. ?There has to be more,? Hoda said.?

?We had our cash ready and everything,? said Kathie Lee, counting out her dollar bills. ?Show us, big boy.??

Ever the good sport, Manganiello took the ladies through a brief demo. He first showed off a top-to-bottom body roll and then a bottom-to-top body roll. ?Stripping is very basic,? he said. ?There are only a few moves.???

He said one of the best parts of making the movie was that ?you?re basically having about 200 female extras scream, claw, grab, body cavity search.? For women, going to a strip club is just about trying to make a girl blush in front of her friends, he said, adding that he was happy to take that on as a mission, and that at the end of the day, it?s all about fun. ?You can?t really take yourself too seriously with your American flag thong and your sparkler.??

University of Va. board restores ousted president

The University of Virginia reinstated its president Tuesday just over three weeks after ousting her amid outcry from faculty, donors and students.

The 15-member Board of Visitors voted unanimously to reinstate President Teresa Sullivan during a brief meeting, after a motion from a former university rector, according to a university press release.

Outside the meeting, faculty, students and others had organized a demonstration to show support for Sullivan, the university?s eighth president and first female leader.

?I want to partner with you in bringing about what?s best for the university,? Sullivan, 62, said after reinstatement.


University Rector Helen Dragas, who was central in the initial move to oust the president, apologized for actions that sparked the controversy and pledged that she will work with Sullivan to help the university emerge stronger than before, according to a university press release.

?The situation became enormously dramatized and emotionally charged,? Dragas told the group before the vote was taken. ?I sincerely apologize for the way this was presented and you deserve better. I believe real progress is more possible than ever now.??

The vote to reinstate the president came after 17 tumultuous days that began with the board?s sudden announcement June 10 that they had accepted Sullivan?s resignation midway through a five-year contract.

U.Va officials said that Sullivan would step down in August, citing concerns for state and federal funding, declining faculty compensation and accountability for academic quality and productivity.

?Yet in the face of these challenges, the University still lacks an updated strategic plan,? Dragas wrote in statement to the board last week. ?We deserve better ? the rapid development of a plan that includes goals, costs, sources of funds, timelines and individual accountability.?

Sullivan's unexpected ouster triggered complaints about the board's explanation and brought a groundswell of support for her.

Sullivan defended her performance at a board meeting last week, citing initiatives she had taken, including hiring a new provost and chief operating officer and adopting a new budget model that decentralizes financial planning.

Gov. Bob McDonnell, who appointed half of the board members, had warned Friday that he would seek the resignations of all the members if the group failed to resolve the controversy. As the meeting opened Tuesday, Dragas said the decision of the board would be definitive on the matter.

The board on Monday named McIntyre School of Commerce Dean Carl Zeithaml as interim president. Zeithaml said he agreed to take the interim post because he wanted to move the university in a ?very positive way? but ?did not agree with the decision to remove? Sullivan.

After Tuesday?s meeting of the board, member W. Heywood Fralin acknowledged missteps had been made.

?It is my opinion that everyone agrees the process was flawed,? he said. ?It can never be repeated when important decisions are being made.?

There is never a dull moment in the world of "Twilight." The fact that we dedicated fans still have a few months to wait before the release of "Breaking Dawn - Part 2" does not mean that our favorite subject and the actors associated with it are not making headlines elsewhere.

This week's "Twilight" Tuesday is dedicated to our favorite bits of "Twilight" news percolating around the Internets:

"Breaking Dawn - Part 2" To Open Comic-Con
As was expected, Summit announced that "Breaking Dawn - Part 2" will once again take San Diego Comic-Con by storm. The film will kick off the festivities in the convention center's massive Hall H as the very first panel on Thursday, July 12. As many of us remember fondly, Hall H was the site of the franchise's first-ever Comic-Con appearance back in 2008, when thousands of excited fans made the pilgrimage to San Diego to see the cast assembled together for the first time. No word yet on which castmembers will be making the trip to the Con, but because it's in support of their last "Twilight" movie, we're betting on seeing most, if not all, of our favorites.

Kellan Lutz Gets Animated
Kellan Lutz is lending his voice to Seth MacFarlane and the cast of "Family Guy." According to Entertainment Weekly, Lutz will appear on an upcoming episode as a love interest for Meg Griffin (voiced by Mila Kunis) as a hunky high school football player Meg fantasizes about. The show's executive producer Mark Hentemann told EW that although Meg convinces him to go on a date with her, Lutz's character has ulterior motives — an interest in one of the other Griffins. Lutz reportedly made a great impression on everyone when he recorded his part. "[He] got into the role and walked that line perfectly," Hentemann said. "He was great. He was very handsome."

(AP) ? Spain is expected to formally ask its fellow eurozone countries for rescue loans for its troubled banks.

Economy Minister Luis de Guindos said the letter due Monday would not contain a figure for the amount Spain will seek. He said this would be made known July 9.

Two international audits say Spain's banks could need up to ?62 billion ($77.7 billion). Spain's 16 eurozone partners have agreed to make ?100 billion ($125.39 billion) available.

Spain would like the money to go directly to the banks, rather than have the government be responsible for repayment.

Investors worry the government may not get the money back from the banks and have to repay the loans itself. Those concerns pushed Spain's benchmark 10-year borrowing rate up 0.09 percentage points to 6.45 percent.

GOP lawmakers targeted for gay marriage support

One year after New York lawmakers voted to make same-sex marriage legal in the state, opponents of gay marriage are pledging to unseat the Republicans whose support was key to the law's passage, saying they want to send a message to other legislators that there are ?consequences? to their votes.

The National Organization for Marriage, which opposes gay marriage,?says it is funneling $2 million into the state?to oust three state senators who voted to support the legislation. All three, Sens. Roy McDonald, Stephen Saland and Mark Grisanti,?are facing primary challenges. A fourth GOP senator, Jim Alesi, already has said he won?t seek a ninth term due to local opposition over his pro-gay marriage stance.


Alesi, 64, and his three fellow GOP senators joined 29 Democrats on June 24, 2011, to give the bill a 33-29 victory. Though Alesi told msnbc.com he was sad to leave office, he said the vote on gay marriage was "irrevocable" and decried the actions of NOM as "purely revenge" and "blind hatred."

"The focal point of running against good candidates (his three fellow GOP senators) ... is nothing more than a bag of rocks that they?re carrying around and they?ll have to carry them for a long, long time because marriage isn?t going anywhere, it?s here,? he said.

Brian Brown, executive director of NOM, doesn't shy away from the fact his group is hoping to intimidate wavering lawmakers into opposing gay marriage.

?The message is clear, that supporting same-sex marriage is a losing issue, not a winning issue,? Brown told msnbc.com. ?You could lose your career over supporting same-sex marriage.?

He also doesn't buy the argument that gay marriage is a settled issue in New York,?even though a?May 2012 poll by Quinnipac University found the state's voters support same-sex marriage 54 to 37 percent.

"If we don?t get a vote this year, we?re going to work to get one next year. We?re not going away," Brown said. "I think it?s just wishful thinking to say that once you have same-sex marriage the fight?s over. It?s not."

Toward that end, NOM has spent $400,000 on issue ads, billboards, automated calls and direct mail as well as made direct donations through its New York PAC. It is planning to spend another $1.6 million to try to unseat McDonald, Saland and Grisanti as a result of their gay marriage votes.

Both McDonald and Saland?face opponents strongly opposed to gay marriage, and their contests could turn on the issue. Grisanti?also has faced criticism for his marriage vote, but his Republican opponent, Kevin Stocker,?won't say where he stands on the issue. Instead,?Stocker argues?the issue should have been put before voters, not enacted by the legislature, according to capitoltonight.com's "State of Politics" blog.

?NOM is trying to use the choke point of a Republican primary to punish people who voted ? the other way,? said Bruce Gyory, a political consultant in New York who supports gay marriage but did not work on the issue for either side. ?NOM?s strategy is to try to take advantage of the more conservative factor ?? that exists in Republican primaries and use that as an example to say to legislators in other states, ?Don?t you dare vote for this because you?ll lose.'"

But Gyory, an adjunct professor of political science at Albany-SUNY, believes that if the New York lawmakers can escape their primaries, their support for gay marriage could work to their advantage.

"If?you put it up to a general election test in these areas it would probably play to the benefit of these legislators rather than to their political detriment.?

Alesi?said NOM and the money it is pouring into the state was not a factor?in his decision not to seek re-election.?He said they were ?nowhere on the radar? in Rochester except for a billboard they put up in?a remote part of his district. He also denied that a controversial local lawsuit over a personal injury factored into his decision. What it came down to, Alesi said, is that he had a strong Republican challenger, and had determined a bloody primary wouldn?t be worth ultimately losing a Republican-held seat to a Democrat.

?As much as I could easily have won in the general election, I thought it would be very difficult to get through a primary ? where I?d have to challenge my own party,? Alesi said.

He said some of his supporters encouraged him to leave the Republican Party so his marriage vote wouldn't be such a factor, but he didn't want to do it.

?I thought also that it was very important if I were going to run for re-election that I would do it as a Republican because I was a Republican when I voted for marriage equality, and at the time, I said that I think it?s important for other legislatures and other states to know that Republicans can vote for things like marriage equality," he said, noting that he had said from early on, "Republicans can vote for this and go on with their political lives.?

To that end, The New York Times reported that billionaire hedge fund manager Paul Singer will give $1 million to begin a ?super PAC? called American Unity PAC with several other Republicans. It will provide support to Republican candidates who favor same-sex marriage. Singer helped amass some $250,000 for each of the Republican New York state senators after NOM announced its efforts.

The New York primaries are in June and in September, and it remains to be seen how the three lawmakers will fare. But Alesi said he is fine with how everything turned out after his marriage vote, even though it is largely responsible for the end of his senate career

"I took the greatest vote I could have taken ... I firmly and truly believe in equality," he said, remembering that at the time of the vote he told himself, "If this is what the price is, it?s fine with me, because I can?t imagine having the opportunity to do anything this historic and this personally fulfilling again ever in my career ... I am leaving very peacefully."

An insurgence of complaints from Chinese consumers due to ?unfair maintenance terms? by Apple has prompted various Chinese consumer organizations to deem Apple as an unjust company.?

The outburst of unsatisfied customers came about when Chinese consumers were (among other unjustly treatment) given an ultimatum to either pick up their repaired iPhone and iPad within a certain time frame or else they give up their ownership to the devices.? According to globaltimes.cn, a local complaint center in Tianjin, alone, received 256 complaints against Apple from the beginning of 2012 to the end of May.? Qiu Baochang, president the legal panel at China Consumers? Association, says that Apple doesn?t lack in innovation, but they definitely lack in the consumer support and appreciation department.?

?The reason why Apple can neglect consumers' interests is because it has innovative products to win popularity, but protection of consumers' interests is more important at present,? he says.

A Chinese resident (surenamed ?Bi?) has already gone as far as to file the country?s first consumer lawsuit against Apple, because Apple shortened the warrantee period on his product--which, under regulations has to be at least one year.

According to Bi?s lawyer, Bi contacted Apple?s customer service but nothing was resolved, and now he is seeking for the law to take his side to protect his consumer?s rights.? In that same stretch, Bi?s lawyer also ?hopes the lawsuit can help change the company?s (Apple) attitude toward Chinese consumer.?

Doug Kendall: Obama's Dream and the Right's Crocodile Tears

Is there any limit to the Right's hypocrisy about the Constitution? Do folks like Marco Rubio, Michele Bachmann, war-on-terror architect John Yoo, and columnist Charles Krauthammer really believe the Constitution means one thing when a Republican is in the White House, and something entirely different when the President is a Democrat?

That is the only conclusion that can be drawn from the incessant and insufferable howling from conservatives that President Obama's decision to exercise prosecutorial discretion to allow studious and law-abiding young people brought to this country by their parents to remain is somehow a threat to our constitutional system of government.

First, a short historical recap. During successive Republican presidencies, conservatives have made extremely aggressive, and in some cases unsustainable, assertions about the unfettered powers of the President to enforce the law and control the Executive Branch. This started in the Reagan Administration, where young conservatives in the Justice Department and White House Counsel's office (notably including John Roberts and Samuel Alito) fashioned something known as the "unitary executive theory" as a way of trying to strike out against independent agencies and special counsels that were not fully within the power and control of the President. As a Congressional Research Service (CRS) report from 1987 put it, "[i]n support of a variety of actions since 1981 designed to ensure ultimate presidential control of decisionmaking in all executive branch agencies, the Reagan administration has articulated a constitutional based theory of a unitary executive."

The Supreme Court decisively rejected this theory in 1988 with its 7-1 opinion in Morrison v. Olson, written by Chief Justice William Rehnquist. The Reagan Administration's unitary executive argument drew support only in a lonely dissent by Justice Antonin Scalia, but it lived on in conservative circles and was resurrected in the George W. Bush Administration in the foreign policy context. Particularly in an Office of Legal Counsel memorandum written by John Yoo authorizing warrantless wiretapping, President Bush asserted inherent powers to ignore federal statutes and even constitutional prohibitions such as the Fourth Amendment's ban on unreasonable searches and seizures when necessary to conduct the worldwide war on terror.

Compared to these truly aggressive assertions of executive authority, President Obama's new immigration policy is presidential child's play. More precisely, President Obama has done what Presidents can and should do in honoring their Article II obligation to "take care that the laws are faithfully enforced." At the core of executive authority is prosecutorial discretion, which allows the Executive Branch latitude in determining how to allocate its resources in enforcing the law. As Justice Scalia has said in an immigration case, "prosecutorial discretion" is the "special province of the Executive."

This is particularly true in the immigration context, because Congress, in the Immigration and Naturalization Act, made it clear that the enforcement of immigration laws is vested with the Executive Branch. Again, in the words of the Supreme Court, "Congress made a deliberate choice to delegate to the Executive Branch, and specifically to the Attorney General, the authority to allow deportable aliens to remain in this country in certain specified circumstances." Meanwhile, Presidents of both political parties have been using prosecutorial discretion to allow deferred actions [pdf] on deportable individuals for decades, and President Obama's new policy [pdf] still must be applied by federal officials on a case-by-case basis with no guarantees.

As Ilya Somin, a respected conservative scholar has explained, President Obama's decision not to deport certain studious and law-abiding youth brought here by their parents is akin to the decision of federal drug officials not to pursue college students who smoke pot in their dorms, and constitutional for the same basic reason. The President cannot refuse to enforce a law passed by Congress. But federal laws governing many subjects, including guns, drugs, taxes and immigration, all sweep a large number of Americans into their broad nets, and it is the responsibility, ultimately of the President, to decide who to prosecute and why.

As President Obama said, "this is not amnesty, this is not immunity. This is not a path to citizenship. It's not a permanent fix. This is a temporary stopgap measure that lets us focus our resources wisely while giving a degree of relief and hope to talented, driven, patriotic young people." Those who call this humane and lawful action unconstitutional know very little about the U.S. Constitution and nothing about what makes America great.

Friday a key deadline as Armstrong case ramps up

AUSTIN, Texas (AP) ? Lance Armstrong faces a Friday deadline to file a formal response to the latest allegations that he was doping during his seven consecutive Tour de France victories.

The U.S. Anti-Doping Agency informed Armstrong on June 12 that it plans to bring charges that he used performance-enhancing drugs. If found guilty, Armstrong could ultimately be stripped of the Tour de France titles he won from 1999-2005.

Armstrong insists he is innocent and despite the deadline he isn't required to file a written response. The deadline is important, however, because now the case will be sent to a USADA review panel to determine whether there's enough evidence to warrant formal charges.

If it does, Armstrong could find himself before an arbitration panel to decide the matter by November.

Here's a look at a few of the questions surrounding Armstrong's case:

Q: Why didn't the Armstrong doping questions end in February when federal prosecutors closed a two-year criminal investigation without filing charges?

A: The federal probe was an investigation into financial fraud, not a question of whether Armstrong cheated as an athlete.

Armstrong hoped the end of the criminal investigation would end the doping questions. The latest allegations are that he used blood boosters, steroids and other improper performance enhancers and violated sports competition rules, not criminal law. Armstrong can't be put in jail if he's found guilty, but he can be stripped of his titles.

When the federal criminal probe ended, USADA officials warned they would continue investigating Armstrong and their level of proof required when presenting evidence is lower than the legal standard of "beyond a reasonable doubt." USADA officials insist their standard of proof is still very high.

Armstrong had suggested in recent interviews he expected charges to be filed and even hinted he may not fight them, saying he was tired of the battle. That would seem unlikely now given his tenacious determination to fight off previous doping allegations during his career.

Q: The U.S. Anti-Doping Agency sounds like a branch of the federal government. What is it?

A: Created in 2000, USADA is a nonprofit agency recognized by Congress as the official anti-doping police for U.S. Olympic-related athletes and sports. But it is not a law enforcement agency and does not have the power to bring criminal charges.

The U.S. Olympic Committee recommended creating the agency because its own drug-testing program lacked credibility. USADA is supported financially by the U.S. Olympic Committee and the federal government.

Part of USADA's mission is to not only catch cheaters but to help researchers create new, more sophisticated tests to keep up with evolving cheating techniques.

Q: What's at stake for Armstrong?

A: Everything.

From his Tour de France titles to his legacy as the cancer-fighting hero to his foundation that trades on his name to raise millions of dollars to help cancer survivors, it's all on the line.

After his 1999 Tour de France victory, Armstrong wrote a book, "It's Not About the Bike: My Journey Back to Life," that helped define him as an inspirational athlete who came back from the brink of death to beat cancer and dominate a grueling sport. Now he allegedly faces evidence that could taint his entire career on the bike.

Armstrong also has legions of fans around the globe due to his work fighting cancer. They may not care about doping in sports. But a formal ruling that he's a cheater, that it's not just innuendo and rumor, could be devastating and a disappointment for many.

Q: Doping allegations against Armstrong have gone nowhere before. Is there new evidence?

A: That's unknown. USADA says it has more than 10 former teammates willing to testify they either know Armstrong used performance-enhancing drugs, told them he used them or encouraged their use on his teams. USADA also says it has blood samples from his 2009-10 comeback that show evidence "fully consistent" with blood doping.

USADA hasn't released witness names or the blood samples, despite a demand from Armstrong's attorneys to see them. USADA says it's keeping the names private to prevent retaliation or intimidation, raising speculation Armstrong will file a federal lawsuit to gain access.

Armstrong notes he's passed about 500 drug tests in his career. And in a letter to USADA last week, his attorneys noted the blood samples that allegedly indicate doping came from a time Armstrong passed all his drug tests.

Unlike other sports figures who have been sanctioned after positive drug tests, USADA's case against Armstrong appears to be built around the total weight off the alleged witness testimony and suspicious blood samples.

Q: Friday was a paperwork deadline. What happens next?

A: USADA submits its case to a three-person review board of technical, legal and medical experts. The panel reviews the evidence and recommends whether USADA has a strong enough case to pursue charges.

Presuming the case proceeds, it goes to a three-person arbitration panel. Armstrong picks one member, USADA picks another and those two arbitrators pick the third, who acts as the panel chairman. Once that happens, USADA will have to start turning evidence over to Armstrong and his lawyers to review.

Armstrong can contest the charges or accept them. If he challenges USADA, the case goes to a hearing before the arbitration panel where both sides can present evidence and cross-examine witnesses. Armstrong can elect to have an open hearing or keep it closed to the public.

Only one athlete, former cyclist Floyd Landis, a former Armstrong teammate who won the 2006 Tour de France and later tested positive for steroid use, chose to have an open hearing and he lost. He later became one of Armstrong's primary accusers.

WVU Exceeding NCAA Academic Benchmarks

West Virginia University says its athletic teams have exceeded NCAA benchmarks for academic progress.

Data released by the NCAA on Wednesday shows WVU's average Academic Progress Rate score is 975.

The APR tracks the academic progress of each student-athlete. It includes eligibility, retention and graduation. The scores were based on academic performances from 2007-11.

Teams must achieve a 900 APR score over four years, or 930 over the most recent two years, to avoid immediate penalties, including the possible reduction of practice time and access to postseason competition.

WVU's four-year scores range from 928 for wrestling to 996 for women's cross country.

For the 2010-2011 academic year, the women's gymnastics, rowing and men's soccer teams each had perfect scores of 1,000.

Justin Bieber's Concussion Drama Plays Out On TV

Justin Bieber took it "All Around the World" for his NBC special, named after the song of the same name. In it, Bieber heads to London, Norway and Paris to spread the gospel of his new album Believe. But before he started promoting the album, fans were treated to footage of him in the recording studio with the likes of pals Big Sean and Drake.

"I think Believe is so cool. 'Believe' can be used in so many different ways," he said of the album's feel-good title. "Whether you believe in your dreams, believe in yourself."

Once the studio sessions for the album wrapped, Bieber hit the road for not only a worldwide promotional tour in support of his new music, but also to put on free shows for his fans. First, he's shown in Norway, where fans famously got a bit too excited over his appearance in Oslo. "I guess I'm cool with being a heartthrob," he said. "I'm 18 and having a lot of girls like me isn't a bad thing."

"I've never experienced anything like it. I'm experiencing what the Beatles went through, what Michael Jackson went through ... it's crazy," he said of the mayhem that took place.

Leading up to the incident, Bieber was seen joking around with singer John Mayer, and everyone was excited for him to perform at the glass-enclosed building, the tallest in Paris.

After performing the track "Be Alright" (irony?), Bieber exited the stage and hit a glass wall but decided to continue his performance anyway.

Later on, Bieber is seen looking a bit hurt when he fainted walking down the stairs after the incident. An ambulance was called and everyone in his camp looked pretty worried about the star. Fans would later learn that he suffered a concussion.

Part one of the special aired Wednesday night on NBC, one day after Bieber officially dropped his album Believe. Part two will air Thursday night (June 21), when the rest of the concussion drama will play out.
