Hosts beat Argentina amid Falklands row

LONDON (Reuters) - Britain beat Argentina 4-1 on Monday in a physical but fair match between two teams who said they blocked out any rivalry stemming from a dispute between the nations over a tiny south Atlantic archipelago 30 years ago.

Despite several tough tackles, some strong words, and a total of five time suspensions between two and 10 minutes, not unusual in hockey, it remained a fair match.

Athletes playing in front of roaring British spectators, who chanted "Rule Britannia", afterwards glossed over the heightened media attention due to the politics of the game.

"We were just focusing on our sport and we are not thinking about the situation. It's for another moment, not for now," said Argentina's Rodrigo Vila after the match.

Diplomatic relations between the two nations have soured this year, the 30th anniversary of their brief war over the British-run Falkland Islands, with Buenos Aires pushing hard to have the islands recognized as Argentine territory.

Britain has refused to back down, arguing that the destiny of the islands, called Las Malvinas in Argentina, should be decided by their 3,000 inhabitants.

Those bitter territorial tensions have spilled over into the world of sport, with media on both sides of the ocean hamming up the significance of battles on the field of play.

Soccer fans in England, part of Britain, still bear a grudge over Diego Maradona's "Hand of God" goal - when he punched the ball into the net - which helped Argentina put an end to England's World Cup dreams in 1986, just four years after the Falklands war.

Argentina then touched a nerve in May with a state-supported television advertisement showing a hockey player training in the Falklands. The video ended with the voiceover: "To compete on English soil, we are training on Argentine soil."

Asked about the video, Argentina's coach Pablo Lombi said: "It is a long time ago now... Today (was) just a hockey game."

Although the player featured in the advertisement, Fernando Zylberberg, did not make Argentina's Olympic hockey squads, Britain accused Argentina of abusing the Games for political purposes.

British Prime Minister David Cameron stirred things up in June warning Argentina that Britain stood "ready and willing to stand up for the Falkland Islanders at any time".

In the joint news conference after the games, the two team's captains, sitting next to each other, were chatting while one of the coaches answered a question and British coach Jason Lee said he had given his team a different source of motivation.

"I would hope that their biggest motivation was that if they didn't play well or they didn't win, I was going to rip their heads off," he told reporters.

"It was all right that there was some needle in the game. But that's because it's the Olympic Games. I think if you didn't see that in the game, then we didn't do well," agreed British skipper Barry Middleton, who scored the first two of his side's goals.

His team mate Dan Fox then scored his first international goal, followed by a penalty corner from Richard Smith, before the world number fours gave Argentina, ranked ninth, a chance to score with 15 minutes to go.

Argentine President Cristina Fernandez de Kirchner will not attend the Games and media have reported her telling the country's 142 Olympic athletes at their send-off not to stage any Falklands protests in London.

The Argentine national Olympic Committee quickly distanced itself from the video in May.

Rescued sperm whale dies in Indonesia

A sperm whale that was rescued and returned to sea after being stranded for four days in shallow waters off the coast of West Java in Indonesia has died, a rescuer said Monday.

Fishermen found the 11-metre (36-feet) whale in waters near the beach in Muara Gembong Sunday evening, "dozens of miles" from the Pakis Jaya beach where it had been stranded, said Benvika, a rescuer from the Jakarta Animal Aid Network.

"We sent a team to check the reports. They arrived early this morning and confirmed that the whale was dead and it was the same as the one we rescued," he told AFP.

"We suspect it was exhausted and hungry and was unable to withstand the strong currents and big waves," he added.

Rescuers and navy divers on Saturday helped the whale return to the sea, pulling it with a tugboat into 20-metre-deep waters before releasing it.

"It was in stable condition when we released it. Its breathing rhythm was 40 to 45 seconds, close to the normal breathing rhythm of 60 to 70 seconds. It was also moving well," Benvika, who like many Indonesians goes by one name, said.

"We tried our best to save it," he added.

Navy divers and rescuers had helped the whale back to sea after several failed efforts, hampered by local residents who paid half a US dollar each for boat rides close to the animal.

Some onlookers had jumped onto the whale, causing wounds to its body, and a few fishermen had tried to crudely pull the animal back to sea, also hurting it in the process.

Mark Purdy: San Jose's Ariel Hsing makes most of her Olympic moments at London Games

LONDON -- A teenager from the South Bay threw a sweet little topspin into the Olympics here Sunday.

Ariel Hsing, a 16-year-old student at Valley Christian High in San Jose, spent her morning in East London upsetting a former world table tennis champion in a second-round match of the women's singles competition.

She then spent her evening playing the tournament's second-seeded player straight-up and equal for the first four games of a best-of-seven match -- only to lose the final two games in wickedly tight fashion as her proud parents looked on agape from the stands.

"That," said her father, Michael Hsing, "was unreal."

"That," said her mother, Xin Jiang, "was a thrill."

That, above all else, was utterly and fabulously unexpected.

"On paper, I know it was supposed to be no contest," Hsing acknowledged after her loss to Li Xiaoxiao, of the dominant Chinese team. "I mean, I'm ranked 115th in the world or something. She's No. 2."

You'd never have known it from watching the match. Keep in mind, the USA has never won an Olympic medal in table tennis. Keep in mind, too, that Hsing initially learned to play in her parents' garage and has been schooled largely by local coaches while attending school as a regular student. She has never been sent away to a table tennis academy to immerse herself in the sport, as happens in China and other nations.

No fear

And yet

against Li, a 24-year-old international veteran, Hsing's body language revealed no trace of being intimidated. She went paddle-to-paddle with Li for point after point. Hsing would hit a winner, then blurt out a triumphant scream. Li would retaliate with another great shot, then raise a fist.

This was no basement pingpong game. Li won the first game, Hsing the second. Li won the third game, Hsing the fourth. One forehand-to-forehand rally between Hsing and Li seemed to go on for 10 seconds, an eternity in table tennis, until Hsing finally won the point.

"That was such a confidence builder for me," Hsing said of the sequence. "People have said my forehand is not as good as some of my other shots. So when I was able to do that, I was like, 'If I can do this, my forehand must not be that bad.'"

No. Not bad at all. Even in the decisive sixth game, the score was a dicey 7-7 before Li showed her superiority by steering the ball into Hsing's weak zones and winning four of the next five points to clinch the match. The packed house of 7,000 applauded both women loudly for the entertaining show.

Oh, and did we mention? When Hsing walked off the floor, she was greeted by Bill Gates, the Microsoft gazillionaire. Gates has known her for seven years, ever since a Bay Area friend of investor Warren Buffett set up a game between a 9-year-old Hsing and the two big-business moguls as a fun interlude at an investors' meeting.

"Great job," Gates told Hsing. "You were so close!"

Later, Gates explained that since their initial "competition," he has faced Hsing numerous times across the table in friendly situations. And when asked how many points he's won against Hsing, the answer was brutally honest.

"Zero," Gates said. "I mean, when she's trying. Also, my serve is actually illegal, so if I'd win off that, it shouldn't count, anyway."

Beyond ordinary

So to sum up: Hsing's first trip to the Olympics saw her shake up the table tennis establishment, draw applause from fans all over the globe and be consoled in defeat by one of the world's richest men, who is one of her biggest fans.

Other than that, Hsing is just your normal, average San Jose kid who will begin her senior year at Valley Christian next month.

The only difference, of course, is that she will have better stories to tell her pals about what she did over summer break.

"A lot of people at my school know what I do and were telling me good luck before I left and were so supportive," Hsing said. "But you know, I don't think some people understand the magnitude of all this. Some of them are like, 'Oh, I could probably beat you.' And I'm like, 'I wouldn't really bet on that.'"

Her performance Sunday certainly raises questions -- happy ones -- about her future. Hsing's morning victory over the 44th-ranked player and onetime world champion, 49-year-old Ni Xia Lian of Luxembourg, was only a mild eyebrow-raiser because of Ni's age. But the match against Li had some wondering if Hsing could be a legitimate medal threat in four years at the 2016 Games in Rio de Janeiro.

The catch: Hsing is a fine student and has ambitions of attending Stanford (the recommendation of Gates and Buffett will likely help). Her original plan was to delay college for a year after her high school graduation to play the pro table tennis circuit abroad, and then get down to scholastic business. Her parents, both Silicon Valley computer engineers, approve that idea. Yet if Hsing has true medal potential for the next Olympics in 2016 ... well, her professional interlude and intense training might have to delay college longer.

It 'could happen'

The kid not only has talent, she has charisma. When she hits a great shot and wins a big point, Hsing shouts the word "Sa!"

What is that about?

"You know, I'm not really sure," said Hsing, who speaks both English and Mandarin, owing to her parents' heritage. "Some people in this sport will yell 'yes!' or 'cho!' which is a like a Chinese word for 'shot.' I probably shouldn't say this ... but I guess it's because 'sa' is kind of like the word for 'kill!'"

Hsing explained this with embarrassment, which was rather cute, considering that athletes in other sports blurt out far nastier words. You have to remind yourself she's still basically a kid. An exciting moment for her Sunday, she said, was running into a judo gold medalist from South Korea on a bus from the Olympic Village and being allowed to hold the athlete's medal for a few minutes.

"When I did that ... it was so heavy," Hsing said. "But you know, I was like, 'Yes, I can feel this,' and 'I can see this could happen.' ... I'll definitely be back in four years."

Stanford may have to wait. Or else adopt table tennis as a varsity sport.

No Avatar 2 Until at Least 2015

Avatar may be the highest-grossing movie of all time, but director James Cameron isn't rushing himself when it comes to making the sequel(s).

In fact, according to a recent profile by The New York Times, Avatar 2 may not open until at least 2015 (and definitely not the 2014 release date previously mooted).

Cameron is said to have bought 2,500 acres of farmland around Lake Pounui in New Zealand, and is expected to live there for at least half a year during production of Avatars 2 and 3 (which he's currently scripting).

The sequels are likely to be shot in Peter Jackson's Wellington production studio, with Weta Digital handling the visual effects, though the motion-capture work will take place in California.

So don't go expecting Avatar 2 for at least a few years. Let's hope that audiences are still interested in seeing it in 2015...

Unprecedented: Penn State Admits Culpability, Leading To Legal ...

In order to see the NCAA deliver a quick death, Penn State 'fessed up to the entire scandal as documented in the Freeh report. What's this mean for the coming wave of civil lawsuits and other legal matters?

Jul 24, 2012 - Lawyers hate the word "unprecedented," moreso than any word other than "billable." That's because we are taught through precedent; past cases are supposed to instruct future cases. Griswold v. Connecticut leads to Roe v. Wade and so forth. This case law method means lawyers are adept at learning a system as it is, but less so in predicting the future.

So when something unprecedented happens we groan because nobody taught us how to deal with it. Look at any bankruptcy case; all of the contracts involved couldn't anticipate something "unprecedented" like, say, Lehman Brothers losing all its money. So you can bet Penn State's lawyers were pretty angry that they had to agree to an unprecedented consent decree.

But it's not just the lawyers who should be angry here. The unprecedented consent decree will have reverberations that will rattle people even tangentially involved in the cases. Let's take a look at all the upheaval that it will sow:

  • Penn State admitting culpability: Penn State's lawyers did an admirable job shifting blame to Graham Spanier in the consent decree, but ultimately the concept of respondeat superior (you're responsible for your employees) will mean that they will bear some liability in forthcoming lawsuits from Sandusky victims. An admission of guilt in a consent decree is usually not admissible as evidence in civil lawsuits because, as a matter of public policy, we want people to settle disputes out of court. This is codified in Rule 408 of the Federal Rules of Evidence. Normally, that would mean that Sandusky's victims could not use the consent decree as proof that Penn State was guilty of a cover up. But one of the reasons why this consent decree is unprecedented is that there was no underlying dispute between Penn State and the NCAA. Usually there has to be some remote possibility of litigation for a party to invoke FRE 408, but does anyone believe the NCAA would have actually sued Penn State? Sandusky's victims could very well use Penn State's statements against them in court because Penn State signed a consent decree that does not resolve a potential dispute.
  • Athletic Department Budget: The indefatigable Sara Ganim has already reported that Penn State will tap into the athletic budget's capital accounts and borrow against the football program's future earnings to pay down the unprecedented $60 million fine. While Mark Emmert had the best of intentions, this means the people stung hardest by the fine will be the non-revenue sports, like Penn State's emerging wrestling program. And borrowing against future earnings of a soon-to-be strapped football program is a great way to pay a ton of interest. Just ask SMU how easy it is to rebuild after a major NCAA penalty. Borrowing against Penn State's future football earnings is a speculative scheme and the interest payments could cripple the athletic department for years to come. Or they could pay them off on time. But nobody knows what will happen with their budget.
  • Bill O'Brien: Don't cry for Bill O'Brien; look at his contract instead. Poor guy only makes about a million or so a year. Of course, if he quits he has to pay the university back any salary that he would have earned during the term of the contract, so he's more or less locked into his job. It was a very one-sided contract, but Penn State needed to find someone who would agree to such terms as they knew that they could face unprecedented sanctions. Yet you have to wonder if Bill O'Brien has trouble sleeping tonight as he wonders what, exactly, he got himself into for the next five years. Like everyone else, he did not see this unprecedented penalty coming.
  • Economic Impact: Beaver Stadium reminds me of the real estate boom. Nobody ever thought of a scenario where Penn State would not sell 100,000-plus tickets to every home game, much like how financial analysts never thought the price of land would go down. Congratulations, Nittany Lions fans, your season tickets are mini-subprime mortgages. And that says nothing of all the vendors in State College who depended on the continued viability of the Penn State football program to stir up enough visitors to break even. Who knows what this could do to the economy of Central Pennsylvania? Don't bother asking Darren Rovell's graphing calculator. It's unprecedented, so we don't know.

All of the effects of an unprecedented event just show how awful we are at predicting the future. People are good at evaluating what is happening right now, and we can even do some decent predictions in environments where we can control variables. But trying to predict the future is mostly folly. Just look at the track record of CIA analysts, the music industry, weathermen or the framers of the Constitution, among others. The contingencies you try to prepare for are rarely the ones that you face in the future. Constructing a system based on precedent leaves you vulnerable to the unanticipated. The universe cares not for your artificial constructs, and will march about as it pleases.

And that's what's so troubling about the NCAA's actions. It's not that they don't know what effect that the consent decree will have. It's that they don't know that they don't know what effect the consent decree will have. Look at Emmert's statement; he thinks that it will actually help "eradicate the 'sports are king' mindset that can so dramatically cloud the judgment of educators." No, this consent decree won't help eradicate anything, except for certainty.

So I'm not going to bother weighing in on the debate of my colleagues Spencer Hall and Andrew Sharp. Neither one of them is right; we don't know if the consent decree will be good or bad. The NCAA and Mark Emmert, by acting in an unprecedented fashion, have injected a massive dose of uncertainty into the Sandusky cover-up scandal. The fact that the NCAA was willing to do so, of course, shows just how little they know that they don't know. The least we can do is admit that we don't know either.

Saturn moon may have seen Earth-like erosion

The thick, hazy atmosphere of Titan, Saturn's largest natural satellite, hides a complex moon with a perplexing geological past, a new study finds.

Researchers from the Massachusetts Institute of Technology (MIT) in Cambridge and the University of Tennessee at Knoxville studied images of Titan to investigate the erosion of its terrain, over millions of years, by rivers of liquid methane.

The scientists found that in some regions, Titan's network of rivers caused surprisingly little erosion, which could indicate that erosion processes on Titan occur extremely slowly, or that a different, more recent phenomena is to blame for altering or eliminating ancient riverbeds and landforms, the researchers said.

"It's a surface that should have eroded much more than what we're seeing, if the river networks have been active for a long time," study co-author Taylor Perron, an assistant professor at MIT, said in a statement. "It raises some very interesting questions about what has been happening on Titan in the last billion years."

Peering into Titan's past
Titan is estimated to be approximately four billion years old, roughly the same age as the rest of the solar system, the researchers explained. The moon's dense atmosphere, largely made up of methane and nitrogen, created a thick orange haze that prevented astronomers from being able to see through to the surface.

In 2004, however, NASA's Cassini spacecraft pierced through Titan's cloudy cloak and snapped the first set of detailed radar images of the moon's surface. Cassini occasionally flies past Titan as it orbits Saturn.

The images showed that Titan's icy terrain was carved out over millions of years by rivers of liquid methane, similar to how rivers on Earth leave their mark on the planet's rocky continents, the researchers said. But, while Titan's current landscape is now well documented, its geologic past remains a mystery. [Amazing Photos: Titan, Saturn's Largest Moon]

Most moons in the solar system are heavily pockmarked, with impact craters dotting their surfaces. Titan, on the other hand, is relatively smooth, despite the moon being roughly the same age as the rest of the solar system. Simply judging by its surface features, Titan would appear to be much younger, between 100 million and 1 billion years old, the researchers said.

To explain Titan's lack of craters, the researchers pointed to our own planet.

"We don't have many impact craters on Earth," Perron said. "People flock to them because they're so few, and one explanation is that Earth's continents are always eroding or being covered with sediment. That may be the case on Titan, too."

Finding clues on Earth
Geological processes, such as plate tectonics, erupting volcanoes, advancing glaciers and river networks, have altered Earth's surface over billions of years. According to the results of the new study, similar processes, including tectonic upheaval, icy lava eruptions, erosion and sedimentation by rivers, may also be factors on Saturn's largest moon.

Still, pinpointing which specific phenomena may have reshaped Titan's surface is a tricky task. Images taken by the Cassini spacecraft provide bird's-eye views of the terrain, with no details about a landform's elevation or depth.

"It's an interesting challenge," Perron said. "It's almost like we were thrown back a few centuries, before there were many topographic maps, and we only had maps showing where the rivers are."

To study how Titan's methane rivers eroded the moon's surface, the researchers mapped 52 prominent river networks from four regions. Images of these rivers were compared with a model developed by Perron of how a river network evolves over time.

Images of Titan were also compared with regions on Earth, including volcanic terrain on the island of Kauai and recently glaciated landscapes in North America. The researchers were able to draw parallels between our planet and Saturn's hazy moon, suggesting that similar geological processes may have altered Titan's icy surface in the recent past.

"It's a weirdly Earth-like place, even with this exotic combination of materials and temperatures," Perron said. "And so you can still say something definitive about the erosion. It's the same physics."

The detailed results of the study will be published in an upcoming issue of the Journal of Geophysical Research-Planets.

University of Miami coach Al Golden gets ACC backing

Atlantic Coast Conference commissioner John Swofford said Sunday after he addressed reporters during the opening session of the ACC Football Kickoff that he would be ?shocked?? if University of Miami football coach Al Golden were personally involved in any NCAA violations.

Swofford was asked by The Miami Herald about his reaction when he read the newest Yahoo! Sports report allegations about Miami.

?Well, I don?t know how new they are,?? he answered. ?That?s an ongoing investigation.??

Swofford was then asked specifically about Yahoo! reporting that coach Al Golden had direct knowledge of UM football improprieties after he arrived at UM. What was Swofford?s reaction to that part of the report?

?You never want to read any more of that,?? Swofford said. ?I?ve seen all of that I want to see. You?re never happy when you read that, but again, I don?t know if that?s necessarily a new part of that investigation. It may simply be something that has been thrown out there that isn?t new. I don?t know. I really can?t comment on an ongoing investigation on a piecemeal basis.??

Then Swofford was asked, ?How about just your own gut and how you feel having gotten to know Al Golden??

Swofford?s response: ?If Al Golden were involved in anything inappropriate in terms of NCAA rules I would be shocked.??

MANILA, Philippines ? Telco regulators fear the Philippine mobile phone industry could run out of cellphone numbers, if the expiration of prepaid cellphone "load" is removed.

National Telecommunications Commission director Edgardo Cabarios said this is one of the issues that regulators are looking at, as it reviews a plan to extend the life or remove the expiration of cellphone "load."

"If the expiration of prepaid loads will be removed, there?s possibility that these numbers won?t be reused anymore. Because if SIM card is P1 load and it?s there for many years, then you can?t reuse that number and there?s possibility that all of these numbers will run out," Cabarios said.

"Limited resource kasi ang numero so magagamit na uli, kaysa nariyan nakatengga diyan, di? nagagamit, sayang," he added.

Cabarios said there?s a tendency for most cellphone subscribers to keep up to three SIM cards, so some of them could be left dormant.

Cabarios said the regulator is conducting a study on how much of the possible cellphone number combinations have already been exhausted, since it began issuing franchises for mobile phone service providers in 1988. The NTC estimates 94 million mobile phone subscribers in the country, with growth at an annual 10%.

Currently, a prepaid SIM card expires 6 months after its owner left it without topping up its load. The telco provider then re-assigns it to another user, raising privacy or security concerns.

"Hindi pag-aari yun (number) ng tao. Government ang may-ari," Cabarios said.

A World Bank report "2012 Information and Communications for Development: Maximizing Mobile" said that the Philippines is also one of the countries where there are now more SIM cards than people.

Russia, China veto U.N. Security Council resolution on Syria

UNITED NATIONS (Reuters) - Russia and China vetoed a U.N. Security Council resolution on Thursday that threatened Syrian authorities with sanctions if they did not halt violence against an uprising, again thwarting Western hopes for tough action as the crisis in Syria escalates.

It was the third time that Russia, a key ally of the Syrian government, and China have used their veto power to block resolutions designed to pressure Syrian President Bashar al-Assad and halt the 16-month conflict that has killed thousands.

With the mandate for a U.N. observer mission in Syria set to expire at midnight Friday, Western states that pushed the resolution to renew the operation under a threat of sanctions against Damascus reacted angrily to the vetoes.

"The effect of their actions is to protect a brutal regime. They have chosen to put their national interests ahead of the lives of millions of Syrians," Britain's U.N. ambassador, Mark Lyall Grant, told the 15-member Security Council after the vote.

The U.S. ambassador to the United Nations, Susan Rice, called the Russian and Chinese moves "dangerous and deplorable" and said the Security Council had "failed utterly." French Ambassador Gerard Araud called it a sad day for Syria.

The Security Council was set for another showdown on Friday over new rival resolutions intended to simply extend the mission. Pakistan, with the support of Russia, is proposing a 45-day extension, while Britain has put forward a 30-day extension.

After negotiations late on Thursday, it was unclear if either measure had enough backing to pass - at least nine votes and no vetoes by the United States, Britain, France, Russia or China. The Security Council is scheduled to vote on Friday.

U.N. Secretary-General Ban Ki-moon said he was "deeply disappointed" by the Security Council vote on Thursday. "The hour is grave. The international community has a collective responsibility to the Syrian people," he said in a statement.

International mediator Kofi Annan, who had sought a tough resolution to save his disintegrating peace plan, also voiced disappointment, saying the council had failed to take "the strong and concerted action" he had hoped for.

As diplomatic efforts appeared to collapse, Syrian rebels clashed with forces loyal to Assad in Damascus a day after the killing of three allies of the president led to fresh warnings that the situation was spinning out of control.

The Western-backed resolution, which would have extended a U.N. observer mission in Syria for 45 days, received 11 votes in favor on Thursday, while South Africa and Pakistan abstained.

"We simply cannot accept a document ... that would open the path for the pressure of sanctions and further to external military involvement in Syrian domestic affairs," Russia's U.N. Ambassador Vitaly Churkin told the council.

China's U.N. Ambassador Li Baodong hit out at Western criticism of his country's vote.

"Certain countries in their remarks just now have confused right with wrong, and criticized China for no reason. This is totally wrong and has ulterior motives. The Chinese side is resolutely opposed to this," Li said.

Western council members have said they were talking about a threat of sanctions on Syria, not military intervention. Their resolution had contained a specific threat of sanctions if Syrian authorities did not stop using heavy weapons and withdraw troops from towns and cities within 10 days.

ANOTHER SHOWDOWN

Russia had proposed its own alternative resolution to extend the U.N. mission for three months without the sanctions threat but did not bring that measure to a vote because Churkin said he wanted to avoid further confrontation. Western diplomats said the Russian resolution had little support in the council.

But after the vetoes by Russia and China on Thursday, two new resolutions to simply extend the mission were put forward by Britain and Pakistan, supported by Russia, for a Friday vote.

Lyall Grant said Britain's new resolution would only allow for an extension of the mission beyond the additional 30 days if the Syrian authorities had stopped using heavy weapons and had withdrawn troops from towns and cities - and if the level of violence had decreased enough to allow the mission to work.

Russia's Churkin said the resolution should be a straight-forward rollover of the mission and that he disagreed with the British draft because of its specific reference to the Syrian authorities halting the use of heavy weapons.

"Both drafts are going for a vote tomorrow morning," Churkin told reporters.

Rice said the United States would "probably" support the British resolution and described the Pakistani resolution as a simple technical rollover. "We have been clear, we are not supporting a technical rollover," she told reporters.

CHEMICAL WEAPONS

Rice told the council after Thursday's vote was vetoed that the United States does not "pin its policy on an unarmed observer mission that is deployed in the midst of such widespread violence and that cannot even count on the most minimal support of this Security Council."

"Instead, we will intensify our work with a diverse range of partners outside the Security Council to bring pressure to bear on the Assad regime and to deliver assistance to those in need," she said.

The United States has been instrumental in forming the "Friends of Syria" group, which includes a range of Western and Arab countries, that has sought to increase pressure on Damascus and encourage more unity among Syria's fractured opposition.

The Security Council initially approved the deployment of the observer mission, known as UNSMIS, to monitor a failed April 12 ceasefire. UNSMIS suspended most of its monitoring activity on June 16 due to increased risk from rising violence.

Rice noted that the escalating violence was sharpening concerns over Syria's undeclared stockpile of chemical weapons, believed to be the largest of its kind in the Middle East.

"As the situation deteriorates, the potential that this regime could consider using chemical weapons against its own people should be a concern for us all," she said.

Syria's Ambassador Bashar Ja'afari maintained Damascus' commitment to Annan's peace plan and said authorities would not use chemical weapons against the Syrian people.

"What has been said of late, in the media, about chemical weapons, the intention of Syria to use chemical weapons, has no basis whatsoever," he told the council.

Despite some limited cooperation with Western powers, Russia and China have been increasingly pro-active in recent years when it comes to preventing Western Security Council members from putting too much pressure on the governments of countries where they have an interest, such as Iran, North Korea and Sudan.

Russia and China support each other on the council to protect their respective allies from interference.

(AP) ? The U.S. appears headed for its worst year for whooping cough in more than five decades, with the number of cases rising at an epidemic rate that experts say may reflect a problem with the effectiveness of the vaccine.

Nearly 18,000 cases have been reported so far ? more than twice the number seen at this point last year, the Centers for Disease Control and Prevention said Thursday. At this pace, the number for the entire year will be the highest since 1959, when 40,000 illnesses were reported.

Nine children have died, and health officials called on adults ? especially pregnant women and those who spend time around children ? to get a booster shot as soon as possible.

"My biggest concern is for the babies. They're the ones who get hit the hardest," said Mary Selecky, chief of the health department in Washington, one of the states with the biggest outbreaks. Washington and Wisconsin have reported more than 3,000 cases each, and high numbers have been seen in a number of other states, including New York, Minnesota and Arizona.

Whooping cough has generally been increasing for years, but this year's spike is startling. Health investigators are trying to figure out what's going on, and theories include better detection and reporting of cases, some sort of evolution in the bacteria that cause the illness, or shortcomings in the vaccine.

The vaccine that had been given to young children for decades was replaced in the late 1990s following concerns about rashes, fevers and other side effects. While the new version is considered safer, it is possible it isn't as effective long term, said Dr. Anne Schuchat, who oversees the CDC's immunization and respiratory disease programs.

Some parents in California and other states have rebelled against vaccinations and gotten their children exempted from rules that require them to get their shots to enroll in school. Washington state has one of the highest exemption rates in the nation. But the CDC said that does not appear to be a major factor in the outbreak, since most of the youngsters who got sick had been vaccinated.

Whooping cough, or pertussis, is a highly contagious disease that can strike people of any age but is most dangerous to children. Its name comes from the sound children make as they gasp for breath.

It used to be a common threat, with hundreds of thousands of cases annually. Cases gradually dropped after a vaccine was introduced in the 1940s, and the disease came to be thought of as a relic of another age. For about 25 years, fewer than 5,000 cases were reported annually in the U.S. The numbers started to climb again in the 1990s.

In both 2004 and 2005, cases surpassed 25,000. The numbers dipped for a few years but jumped to more than 27,000 in 2010, the year California saw an especially bad epidemic.

Experts believe whooping cough occurs in cycles and peaks every three to five years. But they have been startled to see peaks this high. Vaccinations are supposed to tamp down the amount of infection in the population and make the valleys in the cycles longer, said Pejman Rohani, a University of Michigan researcher who is co-leader of a federally funded study of whooping cough trends.

The government recommends that children get vaccinated in five doses, with the first shot at age 2 months and the final one between 4 and 6 years. A booster shot is recommended around 11 or 12.
