DAVAO, Philippines (AFP) ? Twenty-five people were killed and up to 15 others were missing as a flash flood triggered by heavy rains devastated a riverside community in the Philippines, rescuers said Wednesday.

The downpour drenched large parts of Davao city on the southern island of Mindanao on Tuesday night, causing the Matina river to rise and flood its banks, officials said.

"Davao City experienced the highest level of floodwaters to date, reaching up to 10 feet (three metres)," the government's National Disaster Risk Reduction and Management Council said in a statement.

Military rescuers have so far recovered 25 corpses after most of the floodwaters subsided Wednesday, said Major Jacob Obligado, commander of a local army battalion taking part in the search and rescue effort.

Three of the bodies had not been identified and it was unclear if they included some of the 15 residents declared missing from the area or if there were other previously unknown victims, Obligado told AFP.

Lieutenant Marianette Vinluan, one of Obligado's subordinates, said up to 15,000 families fled their submerged homes with the military's help in the mostly poor community along the river.

Last week, Tropical Storm Maeri also caused flooding and forced the evacuation of 90,000 people in the capital Manila and in nearby provinces.

Take Herschel for instance. Herschel is a much-loved, rather timid labradoodle who enjoys taking naps on the driveway while his owners mows the lawn.


Herschel watched from eight feet away as his neighbor, a 39 year old man, showed off his rollerblading skills to his kids. The man wiped out in front of Herschel's house and broke his leg. He required surgery, costing around $35,000 in medical costs and $18,000 in lost wages.


Fair or not, the man brought a lawsuit against Herschel's owner, suing for $220,000 in damages. He alleged that Herschel had caused the accident by getting in his way, despite multiple witnesses to the contrary.


But Herschel's owner was lucky - a jury vindicated Herschel. However, lawsuits such as these can easily exceed the limits on a homeowners policy, leaving the insured responsible for the remainder. An umbrella policy would prevent that, giving you an extra $1 million to $5 million in coverage.

According to the Center for Disease Control and Prevention, 4.7 million people are bitten by dogs each year, with half of those occurring on the owner's property. Elderly 'facing social care cuts'

Social care budgets for the elderly in England will be cut this year - despite promises to invest more cash, according to an analysis of spending plans.

The Age UK research, based on freedom of information data, suggested spending on the over-65s would drop by over 8%.

The charity predicted the impact of such a cut could be "devastating" as the system was already at crisis point.

Care services minister Paul Burstow questioned the figures, suggesting the situation was not as bad as claimed.

He acknowledged budgets were "under pressure" but said that did not always lead to a deterioration in care.

"While some councils may simply be cutting care, others are working hard to get more for less with innovative ways of delivering better care, including using more telecare and cutting needless admissions to hospital and residential care," said Mr Burstow.

The findings come after extra money was promised in the 2010 spending review.

Ministers said £2bn more would be invested in social care by 2015, with the first tranche coming this financial year.

This was earmarked for both elderly care and younger adults with disabilities.

The promise came after the government had announced a review of the system amid evidence councils were having to ration care because of the increased demands being placed on services by an ageing population.

That review is due to publish its recommendations next Monday and pave the way for an overhaul of the means-tested system.

Social care has been struggling for funding in recent years with the overall budget only rising slightly above inflation.

In recognition of the problems, the government said last year it would set aside some extra funds to help the system until any new arrangements were introduced.

But the Age UK research suggested that the money was not yet getting through to the frontline of elderly care.

It asked all 152 councils with responsibility for social care for data on their spending plans and service provision for the elderly for this financial year.

The charity received information on spending from 110 councils, which suggested the budget would be cut by 8.4% - equivalent to £610m.

It also received evidence councils were coping by taking measures such as reducing the number of care home places and hours of home help.

Michelle Mitchell, from Age UK, said: "Funding for social care is already inadequate. The consequences of cutting expenditure further could be devastating.

"We are fearful that even more vulnerable older people will be left to struggle alone and in some cases will be put at risk."

Councillor David Rogers, of the Local Government Association (LGA), pointed out while extra money had been promised by ministers for social care, it was being cancelled out by the wider cuts to local government - its budget from central government is being reduced by a quarter over the next four years.

"As the LGA warned last year, and this report backs up, government funding cuts have left councils with huge gaps in their adult social care budgets. Savings have to be found and tough decisions will have to be made in some areas."

Radiation spike halts work at Japan nuclear plant (Reuters)

TOKYO (Reuters) ? A rise in radiation halted the clean-up of radioactive water at Japan's Fukushimi nuclear power station on Saturday hours after it got under way, a fresh setback to efforts to restore control over the quake-stricken plant.

The power plant has been leaking radiation into the atmosphere ever since the March 11 quake and tsunami and both China and South Korea have expressed concern over the possibility of further leaks into the sea.

Tokyo Electric Power Company, the operator of the Fukushima Daiichi plant, said it expected to resume the clean-up within a week.

The plan hit a new hurdle as Japan marked 100 days since the earthquake and tsunami left nearly 24,000 dead or missing and knocked out cooling systems at the plant. Buddhist memorial services were held throughout the country on the day when the bereaved traditionally seek closure from grief.

A statement issued by the utility, known as Tepco, said the suspension was prompted by a faster than expected rise in radiation in a part of the system intended to absorb caesium.

"At the moment, we haven't specified the reason," a Tepco spokesman told a news conference. "So we can't say when we can resume the operation. But I'd say it's not something that would take weeks."

The official said teams working at the plant believed the radiation rise could be linked either to sludge flowing into the machinery absorbing caesium or a monitoring error caused by nearby pipes carrying contaminated water.

But a resumption, he said, was critical to deal with the highly radioactive water. Officials say 110,000 tons, the equivalent of 40 Olympic swimming pools -- is stored at the plant, 240 km (150 miles) northeast of Tokyo.

"Unless we can resume the operation within a week, we will have problems in disposing of the contaminated water," the official said.

"But if this is caused by the reasons we are thinking, we can resume the operation within a week."

The official said Tepco for the moment foresaw no delay in its overall plan to bring the Fukushima Daiichi plant fully under control by the end of the year.

The plan, derided by some critics as too optimistic, calls for a shutdown of its three unstable reactors by January 2012.

STORING CONTAMINATED WATER

The company is fighting against time as the plant is running out of places to store the contaminated water. Amounts quickly accumulate as the company pumps in vast supplies to cool three reactors that went into meltdown after the tsunami disabled cooling systems.

The cleanup operation is one of many steps to stabilize the reactors. It got under way only late on Friday after being delayed by a series of glitches.

Trade Minister Banri Kaieda, addressing a news conference, said he had told Tepco to resume the cleanup operation while upholding safety standards, but set no deadlines.

He said government inspections showed all nuclear power plants in Japan had adequate safety measures against severe accidents and called on local governments to give the green light to restarting reactors.

Routine maintenance and public concern since the Fukushima accident have left only 19 of 54 reactors still functioning.

"Power shortages are a big problem for the economy. I would like to seek the understanding of people who live near plants so we can restart power plants that are confirmed to be safe," he said.

Nuclear operators always seek local government approval in recognition of the importance of support from residents near the plant -- though such backing is not legally required.

Opposition to nuclear power is growing, with one survey this week saying three-quarters of Japanese voters wanting to see a gradual phase out of nuclear power.

The crisis has prompted the government to go back to "scratch" in considering the future of nuclear power.

Mainichi Shimbun reported on Saturday that Kunio Hiramatsu, mayor of Osaka, Japan's second largest city, said he would make a proposal to Kansai Electric Power, of which the city is a top shareholder, that the company eventually phase out nuclear power.

Comic Book Review: 'Deathstroke and the Curse of The Ravager' #1 ...

Deathstroke Flashpoint 1 CoverIn Flashpoint #2 we got our first glimpse of the ?Dread? Pirate Deathstroke. Now in the Flashpoint tie-in Deathstroke and the Curse of the Ravager, we get an up close and personal look at the crew?s trials and tribulations in the middle of a meta-war (Atlantis vs. The Amazons).

I love Deathstroke as a character. He is a mercenary and is ruthless. However, he does have one weakness? his daughter Rose. I am also excited Deathstroke will receive his own ongoing series in the DCnU Reboot this fall.

Anyway, I digress. In this issue, we learn the world is wide open to plunder and pillage and for men like Deathstroke this is a windfall of opportunity. And take the opportunity he does.

In this issue, Deathstroke and his crew are searching for his daughter. Nothing will stop him, not a meta-war, not a meta prison and not the Warlord and his pirate crew. Writer Jimmy Palmiotti does a nice job capturing the ruthlessness of Deathstroke and the loyalty of his crew. Once place where Palmiotti slips a bit is with the Warlord. Is he a pirate too? Or is he something of a protector of the seas? Hopefully that will be explained better in Part 2 or Part 3 of this Flashpoint tie-in.

The art team of Joe Bennett, Jon Dell and The Hories do an amazing job of capturing the grit and grime of the pirate lifestyle in the world of Flashpoint. This is not a pretty world and it is certainly not a safe one, so whether it is the grungy looking crew, the harsh metahuman prison or the rundown Ravager; the tone of this book is shown very well.

So far of the Flashpoint tie-ins this story was one I was looking forward to and it did not disappoint. The end of Deathstroke and the Curse of The Ravager #1 picks up where we last left Deathstroke and crew at the end of Flashpoint #2, being attacked by Aquaman and his brother Ocean Master. I highly suggest checking out the continuation of this story next month, because pirates are cool (but not cooler than ninjas of course).

Weighing cancer risks, from cellphones to coffee (AP)

You're sitting in a freshly drywalled house, drinking coffee from a Styrofoam cup and talking on a cellphone. Which of these is most likely to be a cancer risk?

It might be the sitting, especially if you do that a lot.

Despite all the recent news about possible cancer risks from cellphones, coffee, styrene and formaldehyde in building materials, most of us probably face little if any danger from these things with ordinary use, health experts say. Inactivity and obesity may pose a greater cancer risk than chemicals for some people.

"We are being bombarded" with messages about the dangers posed by common things in our lives, yet most exposures "are not at a level that are going to cause cancer," said Dr. Len Lichtenfeld, the American Cancer Society's deputy chief medical officer.

Linda Birnbaum agrees. She is a toxicologist who heads the government agency that just declared styrene, an ingredient in fiberglass boats and Styrofoam, a likely cancer risk.

"Let me put your mind at ease right away about Styrofoam," she said. Levels of styrene that leach from food containers "are hundreds if not thousands of times lower than have occurred in the occupational setting," where the chemical in vapor form poses a possible risk to workers. "In finished products, certainly styrene is not an issue," and exposure to it from riding in a boat "is infinitesimal," she said.

Carcinogens are things that can cause cancer, but that label doesn't mean that they will or that they pose a risk to anyone exposed to them in any amount at any time.

They have been in the news because two groups that periodically convene scientists to decide whether something is a carcinogen issued new reports.

Last month, the International Agency for Research on Cancer, part of the World Health Organization, said there is a possibility cellphones raise the risk of brain tumors.

"The operative word is `possibility,'" said Lichtenfeld, who among others has pointed out the thin evidence for this and the fact that cancer rates have not risen since cellphones came out.

Last week, the National Toxicology Program, part of the National Institute of Environmental Health Sciences ? both of which Birnbaum heads ? issued its report.

It adds to the list of known carcinogens formaldehyde, which is in building materials and some hair-straightening products, though Birnbaum said on-the-job exposure is the main concern. The list also adds a plant substance in some "natural" arthritis remedies, aristolochic acid. Six other things were dubbed "reasonably anticipated" to be carcinogens, including styrene and another herbal medicine ingredient, riddelliine (rih-DELL-een).

Since 1971, the international cancer agency has evaluated more than 900 substances. Just over 100 have been deemed carcinogens, 59 are called probable carcinogens, and 266 others are possible ones.

In this last category of possibles ? besides the electromagnetic energy from cellphones ? are coffee, engine exhaust and talc-based body powder. Talc in its natural form may contain asbestos, though products sold for home use since the 1970s have been asbestos-free. Again, most risk is thought to involve occupational or unusual exposure to natural talc.

The evidence on coffee has gone back and forth for years, with no clear sign of danger and some suggestions of benefit.

However, known carcinogens include alcoholic beverages, estrogen treatments for menopause symptoms, birth control pills, certain viruses and parasites, and even some drugs used to treat cancer, such as cyclophosphamide and tamoxifen.

"Most people would probably be shocked to see the number of things they interact with every day" on these lists, Lichtenfeld said.

Here's the problem: The agencies that pass judgment on a carcinogen don't regulate it or determine what levels or routes of exposure are a concern and for whom.

"People immediately assume it's going to cause cancer at any exposure level, and that's simply not true," said A. Wallace Hayes, editor of the scientific journal Food and Chemical Toxicology, and an industry consultant.

The rule is "RITE" ? Risk Is equal to Toxicity times Exposure ? and "they've left out half of the equation" by not saying how much exposure is a concern, Hayes said.

"The organizations that list these substances as possibly carcinogenic have to be conservative. That means if there's any reasonable evidence, way before it's a sure thing, they have to say, `Let's be cautious.' That's their job ? to raise the flag," said David Ropeik, a consultant and author of "How Risky Is It Really? Why Our Fears Don't Always Match the Facts."

It's human nature to fear risks we didn't choose, such as hazardous chemicals, more than those we did, such as lack of exercise, poor diets or smoking, he said.

"A risk that is imposed on us scares us more than a risk we take voluntarily," especially if it comes from companies we don't trust, Ropeik said.

Styrene is an example: The government says it is a component of tobacco smoke and that is the biggest way most people are exposed to it. Smoking, of course, is the most easily preventable cancer risk.

To minimize risk, people can take reasonable measures to avoid exposure to possibly harmful things, experts say.

"If you walk into a room and you can smell formaldehyde, you probably want to vent the room before you spend a lot of time in it. That's just common sense," Birnbaum said.

If you're concerned about pesticides, you can peel fruit and vegetables or choose organics, though there is some evidence that organic products may be less safe in terms of germs like E. coli and salmonella.

People worried about cellphones can hold them farther from the head, text-message instead of talk, or use a headset or earpiece as Lichtenfeld does. He was returning from a major cancer conference in Chicago last week when a fellow traveler pointed at Lichtenfeld's Bluetooth earpiece and said, "Do you know that thing can cause cancer?"

"I said, `Yes, ma'am, I'm very familiar with the data and I choose to use Bluetooth,'" said Lichtenstein, who didn't tell her he was one of the biggest cancer experts she'd ever meet.

"You can't live life in fear," he said. "You have to live life."

A Wendy's restaurant is surrounded by a temporary berm Monday June 6, 2011 in Hamburg, Iowa. The southwest Iowa town is under a mandatory evacuation order as the Missouri River continues to rise.

The rising Missouri River broke a 30-foot hole in a levee near the Iowa-Missouri border on Monday, sending torrents of water over isolated farmland and prompting a flash flood warning for the partially evacuated Iowa town of Hamburg.

The failure shortly before 11 a.m. happened along the same northwest Missouri levee that had three partial breaches last week, according to National Weather Service hydrologist Dave Pearson.

Pearson described the breach as "pretty substantial" and said "water is flowing through quickly," but it still must cross several miles of rural land to reach the Hamburg area. Pearson said the floodwaters are expected to reach Interstate 29 and a secondary levee protecting the town of about 1,100 people sometime Tuesday.

State officials said they would close more than 20 miles of the interstate in southwest Iowa and northwest Missouri within the next two days.

The Army Corps of Engineers has steadily increased the amount of water it is releasing from dams along the Missouri River to account for excess water from heavy spring rains in the Upper Plains and to clear out space for above-average snowmelt coming down from the Rockies. Releases from the Missouri's five lower dams should reach 150,000 cubic feet of water per second Tuesday -- more than twice the previous record releases.

It wasn't immediately clear how deep the floodwaters approaching Hamburg were on Monday or whether they would prove too much for the secondary levee built last week to protect the town. About 300 Hamburg residents left their homes and businesses last week under an evacuation order issued after the partial breaches in the main levee, located about 5 miles south in rural Atchison County, Mo.

Water was shooting Monday into farmland at one of the same spots where the levee previously leaked, said Terry Holliman, who owns a Napa Auto Parts store in Hamburg.

"It's impressive," Holliman said. "The force is unbelievable."

The Army Corps of Engineers has been building up the secondary levee to protect low-lying areas of Hamburg since the partial breaches in the main levee. Officials had been able to stabilize the initial leaks but had predicted the main levee eventually would fail as it did Monday.

Army Corps of Engineers projections show that if the secondary levee fails, the volume of water released upstream during a levee break could leave 8 feet to 10 feet of standing water in the southern part of Hamburg. The area includes manufacturing and agricultural businesses. Water could reach the fire station and city hall, but it likely wouldn't reach the northern part of town where most residents live.

An Army Corps of Engineers spokeswoman would not immediately comment on Monday's breach but said a statement was being prepared.

The dam releases are expected to bring the Missouri River 5 to 7 feet above flood stage in most of Nebraska and Iowa before continuing into Missouri, where it may rise 10 feet above flood stage in several places and flow over the top of at least 11 rural levees. This summer's Missouri River flooding could rival the record years of 1952 and 1993 in some places.

The river is expected to remain high at least into August because as the record releases from the dams continue.

Report: Bulk of Mexico's drug cartel guns are from U.S.

A new report says that more than 70% of firearms submitted to the ATF from Mexico for tracing originated in the U.S.

(CNN) -- A trio of Democratic U.S. senators called for tougher firearms laws and regulations after releasing a report that showed a large number of weapons used by Mexico drug gangs originating north of the border.

More than 70 percent of 29,284 firearms submitted to the U.S. Department of Alcohol, Tobacco and Firearms for tracing by the Mexican government during 2009 and 2010 originated in the United States, according to the report.

"Congress has been virtually moribund while powerful Mexican drug trafficking organizations continue to gain unfettered access to military-style firearms coming from the United States," said Sen. Diane Feinstein of California.

In a letter this month to Feinstein, the ATF acknowledged that the United States keeps no record of criminal firearms seized in Mexico and that "the Mexican government does not submit every recovered firearm to ATF for tracing."

As a result, the ATF-provided figures may not be representative of all firearms recovered by Mexican officials.

"This report confirms what many of us already know to be true ... it is still too easy for Mexican drug lords to get their hands on deadly military-grade weapons within our borders," said Sen. Charles Schumer of New York. "We need to redouble our efforts to keep violent firearms out of the hands of these traffickers."

The senators, including Sheldon Whitehouse of Rhode Island, are calling for reinstatement of an assault weapons ban that expired in 2004 and better enforcement of a ban on the import of military style weapons.

They also want to close a provision that allows private sellers at gun shows to sell weapons without a background check.

"This report outlines common sense measures that will help protect our border and our communities by keeping dangerous weapons out of the hands of Mexican gangs and drug cartels," Whitehouse said.

Violence associated with drug cartels has been a growing problem in Mexico, resulting in thousands of deaths and arrests for corruption throughout law enforcement.

"We're seeing large-scale violence that we didn't see 20 years ago," Andrew Selee, director of the Mexico Institute at the Woodrow Wilson Center for International Scholars in Washington, said in May.

Apple's iCloud: What You Need to Know

Apple's iCloud: What You Need To KnowApple introduced its iCloud wireless data sync service at the company?s annual Worldwide Developers Conference last week and the announcement immediately raised a number of questions.

What exactly is iCloud? How does it compare to MobileMe? How much will it cost? We answer these questions?and many more?below. Because much of iCloud won?t be up and running until this fall when iOS 5 ships, there will still be lots of unanswerable questions, but here?s everything you need to know right now.

What is iCloud?

iCloud is Apple?s name for a number of Internet-based services for syncing files and data across iOS devices, Macs, and PCs.

Isn?t that what MobileMe does?

Yes and no. iCloud will offer some of the same features as MobileMe, but not all, and it will add new features, as well.

What does this mean for MobileMe?

MobileMe will be going the way of the dodo. More on that in a bit.

What does iCloud offer?

As with MobileMe, iCloud can sync your contacts, calendars, e-mail, and Safari bookmarks between iOS devices and computers. But it will also offer document storage, photo storage, and music-syncing features, along with backup features for iOS devices.

Will iCloud store and back up any file I want it to?

Not quite. Apple says that iCloud will sync documents created with Apple?s apps (Pages, Numbers, and Keynote, for example) as well as any third-party apps that are adapted to take advantage of iCloud. Presumably, most iOS and Mac developers will get on the iCloud bandwagon, but there will be a transition period where some apps will sync with iCloud and others won?t. That means users will need to be careful not to assume that all their files are automatically saved to iCloud, because only some apps will do the job.

How much will I be able to store on iCloud?

There's a Buy More Storage button in the iOS 5 beta. There's a Buy More Storage button in the iOS 5 beta.5GB. That covers mail, documents, and backup. Purchased music, apps, books, and Photo Stream photos (more on that below?won?t count against your 5GB limit.

What if I need more storage? Will there be a way to pay for more?

It looks like there will be. In the iOS 5 beta, buried within the iCloud section of the Settings app is a "Buy More Storage" button. Which makes a lot of sense, since some users will hit that 5GB ceiling rather easily. The Dropbox cloud-storage and file syncing service offers 2GB of storage for free, and charges $10 per month for 50 GB or $20 per month for 100 GB. Apple will probably offer extra storage at similar prices.

How does iCloud compare with Dropbox and SugarSync?

Unlike Dropbox and SugarSync, which are designed to let you sync any file or folder on your computer through their servies, iCloud is focused on integration with apps. So it doesn?t matter where you save that Pages document on your Mac; it?ll be synced with iCloud merely by virtue of being a Pages document. On the other hand, you won?t be able to?at least from what we know so far?use iCloud to sync a document created in an application that doesn?t offer iCloud support.

What about photos?

iCloud includes a feature called Photo Stream, which auto-imports any new pictures taken on an iOS device or added to iPhoto and stores them for 30 days in the cloud. You can view those photos on (and in some cases download them to) your other iOS devices, computers, and even your Apple TV. Because of their size, photo syncing is limited to 1000 pictures on iOS devices, but is unlimited on computers. (Although you obviously can?t run iPhoto on a Windows PC, Apple says Photo Stream will work with those computers as well?you?ll simply choose a folder on your hard drive that you want to use as your ?photo library?.)

Only 1000 photos? What about all my other photos?

iCloud stores and syncs your most-recent 1000 photos. But that doesn?t mean you lose older photos. Apple said on Monday that any photos in iPhoto (or, on a Windows PC, to another folder) will be permanently stored on your computer.
